Procurement Processes

The National Procurement Commission (NPC) is the reform to the then Central Supply and Tenders Board (CSTB). NPC was established under section 8 of the National Procurement Act (NPA) and became operational on 01st April 2019. The NPA was enacted in 2018 and became operational on 28th November 2018. The NPA was then amended on 13th September 2021.


The Functions of NPC were then decentralized through:

  • The Provincial Procurement Committee (PPC) of the Board are established under section 28 B (1) of the NPA.
  • The District Procurement Committee (DPC) of the Board are established under section 28 I (1) of the NPA.
  • The Special Procurement Committee (SPC) of the Board are established under section 28 O (1) of the NPA.


Projects Valued above K1 million are procured through the National Procurement Commission (NPC) and/ or it’s Procurement Committees where applicable according to the Threshold Limits as per section 26 of NPA.

PPC: Projects valued above K1 million but less than or equal to K10 million.

DPC & SPC: Project valued above K1 million but less than or equal to K5 million.

  • Major Procurement
    • NPC
  • Minor Procurement
    • NPC, PPC, DPC or SPC

Two (2) Types of Bidding/Tender Opening:

  • Single Envelope; or
  • Two Envelope

Three (3) Types of Procurement Methods:

  • Open Bidding/ Public Tender, Section 68 NPA;
  • Certificate of Inexpediency (COI), Section 69 NPA; and
  • Disposal of State Assets (DSA), Procurement Instruction 09/2019
