Governing Framework

PNG Public Procurement is overseen by the Authority to Pre-Commit Committee (APCC) commencing 28 March 2019 and the National Procurement Commission Board commencing 1 April 2019. The APCC is a committee of the Department Heads of Finance, Treasury (Chair) and National Planning and Monitoring. The National Procurement Commission is an established Authority under the National Procurement Act 2018.

The APCC regulates the National Procurement Commission and is to monitor, enforce and report on the compliance of the National Procurement Commission and public and Statutory bodies. The National Procurement Commission Board oversees the operations and procurement of the National Procurement Commission. The Board is able to delegate powers to Committees of the National Procurement Commission Board.
