It gives me great privilege to present the revised National Procurement Commission Corporate Plan for 2020 – 2025.
The Government’s overall procurement objective is to ensure the society and people of Papua New Guinea receive tangible development benefits including basic goods and services. This can be achieved provided all parties involved in the public procurement business continuously improve the public procurement operating environment to enable implementing agencies to deliver the desired outcome.
The 5-Year Corporate Plan highlights strategic interventions, a continuation of reforms initiated from the Public Expenditure and Financial Accountability (PEFA) assessment exercise, which established NPC as a Statutory Body under the National Procurement Commission Act, 2018 and the Regulatory Statutory Authority Act, 2013.
These interventions are essential to enhance consistency and adaptability with the opportunities presented to the Commission and at the same time to address many challenges faced by the government in its pursuit to deliver goods and services for the people.
I am pleased to note that NPC is embarking on introducing an automated public procurement platform to enhance the effectiveness and integrity of the public procurement system. This initiative is timely as it complements the special priority areas of the Medium-Term Development Strategy IV. I am confident NPC will deliver the e-procurement project on time and ultimately establish a user-friendly procurement environment for potential bidders, system administrators and all stakeholders including the general public.
I commend the revised 5-Year Corporate Plan for the National Procurement Commission to all stakeholders, users and the technical staff under my ministry to use it as a guide to deliver the expected outcomes and also as a benchmark for measurement of performances.
